President William Ruto is set to deliver his third State of the Nation address to a joint sitting of Parliament on Thursday, November 21, 2024, marking a significant constitutional obligation for the head of state (Senate Gazette Notice, November 13, 2024).
Senate Speaker Amason Kingi has formally notified all senators of the special sitting, which will convene at 2:30 PM in the National Assembly’s main chamber.
The notification was issued in accordance with Senate Standing Order 25 and Article 132(1)(b) of the Constitution.
This address fulfills a constitutional mandate under Article 132(1)(b) and (c). Which requires the President to report annually to the nation on progress made in realizing national values as outlined in Article 10. Additionally, the President is expected to submit a report to the National Assembly regarding the Republic’s fulfillment of its international obligations.
State of The Nation Address and The Current Political Climate
The upcoming address is particularly significant as it comes a few weeks after the swearing-in of Deputy President Kithure Kindiki. It also marks the end of three years under the current administration, with only two years left before Kenyans head back to the polls.
President Ruto is expected to highlight several key initiatives of his administration, with special focus on:
- Implementation of national security measures
- Progress on national values
- The rollout of the Social Health Insurance Fund (SHIF), which has replaced the National Health Insurance Fund (NHIF)
This will be President Ruto’s third address to Parliament since taking office, with his inaugural address having been delivered on September 29, 2022. The joint sitting offers a platform for the President to outline his administration’s achievements and future policy directions to both houses of Parliament.
The address also comes at a critical time when the government is implementing various reforms and policy initiatives, making it an important opportunity for the President to update the nation on the progress of his administration’s agenda and outline plans for the coming year.
