President William Ruto has nominated former Starehe MP Charles Njagua, popularly known as Jaguar, and respected lawyer Dorothy Jemator Kimengech to key roles within the Commission of Administrative Justice (CAJ). The appointments are part of a shift in the oversight body, designed to address maladministration in Kenya’s public sector.
President Ruto made the announcement in a statement signed by the Head of Public Service Felix Koskei, on Tuesday, November 12.
Charles Jaguar
The appointment of Jaguar to the CAJ marks a notable moment in the musician-turned-politician’s career. Jaguar is known for his hit songs and influence within Kenya’s entertainment industry.
His political journey took off in 2017, where he won the Starehe Parliamentary seat under the Jubilee party. He however lost his position in the 2022 elections after serving one term.
Jaguar holds a Bachelor’s Degree in Peace Studies and Conflict Resolution from Mount Kenya University
Dorothy Jemator’s Legal Expertise to CAJ’
Alongside Jaguar, Dorothy Jemator Kimengech brings over 13 years of legal experience to her CAJ role. As a highly respected lawyer, Jemator has made her mark in high-profile litigation, election petitions, and commercial cases across Kenya and internationally. Jemator is well-equipped to address complex cases of injustice within the public sector having attained a Bachelor’s Degree in Law from Moi University and a Diploma in the Advocates Training Program from the Kenya School of Law.

CAJ Appoints Charles Orinda Dulo as New Chairperson
President Ruto also named Charles Orinda Dulo as the Chairperson of the CAJ. Dulo is an Advocate of the High Court of Kenya who boasts over 20 years of experience in both private practice and public service. He is also a founding member of the Daystar University School of Law faculty, where he remains a lecturer shaping Kenya’s future legal minds.

Dulo’s educational background includes a Bachelor’s Degree in Law (LLB) and a Master’s Degree in Law (LLM) from the University of Nairobi, as well as a Postgraduate Diploma in Law from the Kenya School of Law.
CAJ’s Role and Mandate
The Commission on Administrative Justice serves as Kenya’s primary watchdog for tackling misconduct in the public sector. It has authority to investigate cases of delay, misuse of power, and unfair treatment, and plays a critical role in maintaining accountability. As an independent institution, CAJ addresses public complaints and promotes fair governance practices across government bodies.
