President William Ruto has made an appeal to all university vice-chancellors, asking them to allow students who have not cleared their fees to sit for their end-of-semester examinations. This call comes as part of the government’s efforts to support students and universities as they transition to the new student-centered funding model.
Speaking at the Scott Christian University graduation ceremony in Machakos County on Friday, President Ruto asked for understanding and patience from universities as the government works to fully disburse scholarship funds.
“We understand that some students face financial challenges, but we must ensure that their education continues without disruption,” Ruto said. “I appeal to universities to allow students to sit for their end-of-semester examinations while awaiting the resumption of full disbursement once the government gives direction on the matter.”
Shift to a Student-Centered New Funding Model
The President’s appeal aligns with the government’s efforts to address challenges faced by universities. These challenges stem from the transition from the previous funding model to the new student-centered funding approach.

The new model, unveiled in May 2023, divides students into five income brackets, providing different levels of financial support from the government. The goal is to make university education more accessible and ensure that students are not denied the opportunity to learn based on their financial background.
In addition, President Ruto urges universities heads to treat all students with care, regardless of their financial situations. “Every student deserves an equal opportunity to succeed. We must create an environment that ensures no student is left behind due to their financial challenges,” he stated.
Government Commitment to Higher Education Funding
President Ruto assured Kenyans that the government is fully committed to implementing the new higher education funding model. “I have worked closely with all the vice-chancellors to ensure that this new model is financially sound and accessible to all students,” Ruto said.

This move follows the resumption of end-of-semester examinations at several universities after the Universities Academic Staff Unions (UASU) called off a lecturers’ strike.
President Ruto believes the new funding model will address the rising challenges faced by universities in Kenya, including increased enrolment and limited funding, by ensuring that the burden is shared fairly among all students based on their financial capability.
“Through this model, we aim to create a more inclusive and equitable education system,” Ruto affirmed.
